Why would 'Box Tops for Education' have an expiration date, and how would General Mills cull out the expired coupons?

I’ve wondered this since the program started.
Would it really be cost effective to pay someone to manually count and separate the coupons into expired and valid, and then count the valid coupons?
Do you have actual experience with this, or can you imagine how such a system would work? How many times could you pay someone to handle an item worth less than a penny? Do you suppose they just have the schools on the honor system?
