Have you seen this animated short?

When I lived in England in 2003, when I was seven, I watched this cartoon short, but I don’t know which channel. It might have been Cartoon Network or Fox Kids. It was about a group of portraits of historical people who talked, and the heads were live-action, like Angela Anaconda, but the rest of the bodies were animated, but I am not sure – they might have been the same as the heads.

One of the portraits was that of Queen Elizabeth I. After the plot of the show (in which they talked and possibly made rude jokes) there was a written description of each historical character by their portrait, which was narrated by the narrator (although I do not know what else he narrated).

I believe I only saw one episode, and at the end of the episode one of the portraits was taken off the wall (I do not remember how, it may have been with hands or it may have been with nothing) and thrown or glided slightly outside, going off-screen, much to their dislike and shock.

Do any of you know what this short is, please?
