Can you return passport photos?

Decided to go to Walgreen today and renew my passport photos from ten years ago. They told me I can’t smile and my picture was not only horrible and ugly with horrible lighting but $14! I feel robbed!
Of course I complained about this on Facebook and my feed flooded with comments about how everyone paid theirs for $4–8 and was allowed to smile.
Also, my cousin said he could’ve done it for free and he’s even got a nice camera…
Is it too late? I know it’s just a photo but I’m stuck looking at it for another 5–10 years.
