Could a French speaking Finnish immigrant live in California?

My neighbor is too afraid to learn English for many reasons. The majority has to do with Finnish stereotypes. She has fallen in love with French, and decides to do everything in French here in the States, as if we were France, Canada, etc. I am worried that she will not survive here in the States only speaking Finnish and French.
