Do you think texting and walking should be made illegal?

Due to this PokeyMon go app, people are walking into traffic, across private property without a clue due to their noses buried in their phones.
Local governments are just about fed up with the stupidity and are considering making walking and texting illegal, and if caught a stiff fine.
Do you think this is a good idea and will get people to pay attention to where they are going?
