What is the point of an international criminal court, where you can just 'leave' and be no longer under its authority?

Imagine if you commit a crime, then just say you do not recognise the authority of the court, and then you are actually free to leave!
Ridiculous.
If you are going to have an international criminal court, it should have authority regardless of ‘membership’.
