How to detect if a plugin is "installed but disabled" or "not installed" on firefox browser?

Is it possible to detect if a plugin is installed but disabled by user or not installed at all? So then will it possible to tell the user that “your abc plugin is disabled…please enable it” or “abc plugin is required to do this stuff…please download from here” ?
