How much does it cost to buy a book copyright?

I am a translator and I am going to accomplish the translation of an american book and then publish it in my country. My country has not yet signed the international copyright treaty. However, because of moral consideration, I personally want to previously act to pay for the copyright of the book while I do not have any estimation of the costs. would you please tell me an estimation of such cost?
