Would it unsettle you to see a person carrying a gun on the sidewalk?

I was driving through a highly populated downtown area and while at a stoplight, ten feet away from me I saw someone on the sidewalk handling their revolver and then aggressively walking away, while still holding their gun. Open carry is legal in my state and even though I support gun rights, I was still taken aback and kind of panicked for half a second. Your thoughts?
