Do I qualify for first time home buyer programs in a state I don't live in for a house I have no intention of living in?

I am thinking about buying a home out of state as an investment. I already have tenants lined up if I go ahead with it. Would I qualify for any first time homebuyer programs? I live in CA and the house would be in OR.
