Are there any programs that will force a program to finish uninstalling?

My brand new laptop was going wonky just like my desk top did. I checked to make sure I didn’t have more than 1 antivirus program installed and damn if McAfee isn’t in my program list. I did not install it. That’s the program that caused all my issues on my desk top. My computer guy said they used to be really good, but they’re just horrible now and they never advise people to use that program.
I called the computer guys that have my desk top and told them about it, asked if it was OK to uninstall it.
He said, “Sure, but it has a nasty habit of ‘breaking’ when you try to uninstall.”
I said, “How will I know if it breaks?”
He said, “It won’t finish uninstalling. But if it happens we have a program that will finish the uninstall.”
So I did and it broke.
I could wait until Saturday, when we get my desk top, but I wondered if I could just do it myself?
