How do highway traffic signs compute the time to travel to a certain location?

In the last year or two I have seen electronic signs along highways that give the distance to a certain location followed by an estimate of the travel time required to get there. How do they compute the travel time? It is not just by using distance and speed limit, because the estimates may vary from one day to the next.
