Why would a person not pay their bills, even when they have the money to?

One of the nicer things about Trump is that he has left many contractors hanging, and never paying what he owed them, although they had finished the project. He had the money. If he didn’t have it right then, he did eventually. Not paying the smaller guys could very well have ruined their business. Did he not care? Why didn’t he pay them?
