If the instructions say to plant the phlox root 1" below the ground, is putting on the ground (no hole) and putting 1" of garden soil on top the same thing?

Doing yard work and I am BEAT. God I feel so old. I used to be able to work for hours. Now I dig one damn hole and I like to die so I’m lookin’ for short cuts!
