Is the feature that allows you to go exactly where you want to, (skip or go back) missing in some podcasts?

I’ve seen that a few times lately on some podcasts. You can only play or pause. It’s not like everyone can listen to the whole thing in one shot, however long it is. It’s not like people can’t need to listen again to a segment or a word or term, etc. How does it benefit the podcaster? Or is it some kind of glitch?
