Is it true that social mobility is the new glass ceiling for everyone, but the very rich, or connected ?

I heard that the bottom rungs in the ladder are being removed. Is it true? Or just a saying for lazy people to excuse themselves for not working hard enough? Humor welcome. I don’t know if someone can answer this question because its so vague, but have fun.
