Why do we criticize politicians so much for flip-flopping?

Biden is getting negative attention for changing his mind on the Hyde Amendment, which barred federal funds from paying for abortion except in cases where the mother’s life was at risk.
Most politicians change their mind at some point, like any human being. Trump of course has undergone numerous changes.
At what point does a politician changing their stance become a problem? Do you look down on politicians who’ve “flip-flopped”?
