How does IMDB rate movies?

My question is, on what basis exactly does IMDB give its ratings to movies? because I thought it was the culmination of users votes that determines the final score, but I must be wrong.. why?
Because newly released Boxoffice movies have a high score, but if you go through the people’s reviews you will find that most of them gave it a very low score..example?.. Toy Story 4
