Why don't they change the school bus laws?

In every close encounter of a child getting hit by a car that blows past a stopped school bus, the kid is crossing the street (or highway) by themselves, AND the kids are just running out into the street without looking.
Why haven’t the parents taught the kids to look both ways before crossing the street, and to never run while crossing the street?
Why aren’t the parents meeting the bus to walk the kids across?
Why don’t they change the routes so the kids get dropped off on the same side of the street the bus stops on?
Why doesn’t the bus driver get off the bus and act like a crossing monitor?
