What do can we do about these inconsiderate neighbors?

The tenants who live right below us moved in back in January, and they’ve been a nightmare ever since. They blast loud music almost every single day, for hours on end. I’ve e-mailed two noise complaints to our rent office; one in late January, and the other in mid-March, and yet here we are now in mid-April, and we’re still going through this. We can feel the bass thudding through our floors, and hear word by word the lyrics of what’s being listened to. That’s how bad it is, up to 5 hrs. at a time. Then a lot of times they stop for a while, only to start up again later. My father has called the (non-emergency) police as well, twice, but they didn’t do anything either.

What makes it worse is that we actually have a building manager that lives right below them, on the first floor, but he’s apparently friends with these a-holes, which is one of the reasons I’m pretty sure nothing’s really been done. But the fact that he knows about this and is letting it slide just adds insult to injury. The very person/people who are supposed to enforce the rules aren’t doing their job.

So what else are we supposed to do? It’s going on 5 months now that we’ve had to deal with this.
