Do you think this yard guy was pompous and rude? Full of himself?

This new yard man (they mow, edge and blow) came over and said to me, ” I also have a chemical company and you have weeds (I can’t see any) and I won’t do the job unless you let me spray for weeds in January since I have a reputation to uphold.”
So happens I have bags of weed killer right here but haven’t used them due to my husband’s long illness and death in June. I didn’t tell him that of course.
