How to explain someone that relationship is not a joke?

Hey guys!! My sister is not serious about relationships, she broke with her boyfriend because he was not able to give her enough time and then came in relationship with another boy. And her new boyfriend was not able to give her time so now she wanna come again with her ex. Even she had sex with her new boyfriend. What advice should I give her?
