Can lips that were bitten for years be healed?

I’ve bitten my lips for a long time and now I’m trying to heal them. I tried not touching them so they would heal and using Vaseline but after two weeks of doing that I saw no difference. What happened is that my lips turned thick and crusty and they became white. Any ideas?
