Is the removal of Apu from Simpsons enshrined into law?

Or is it one decision from one television channel?

For those who missed the news report.

The Simpsons will no longer portray racial minorities by white voiceovers. Like Apu protrayed as the owner of a convenience store. Apu will be written out unless a Hindu actor is found.
