How can Fluther deter bots/trolls/ne'er-do-wells?

We have seen a user return repeatedly to disrupt Fluther over the past several months, and recently, there has been an increase in his attacks. We know he was banned, so we can surmise he is using a VPN to create a new IP address over and over to get around the bans.

What can the site do to make such attacks stop?

We could instigate some type of verification process upon signing up for an account. I don’t know what that would entail, but it’s an idea.

We could limit a new user’s access to the site for the first 24 hours, or we could make it for any length of time we desire. I am a member of a group on Reddit that doesn’t allow users with accounts less than 3 days old to post anything.
