Why do youth put their feet up on the seats on a municipal bus?

I did it as a child, and my answer was that it gave my feet a relief from a busy day.

Is there an invention that is a win-win for transit and youth?

For example a portable feet rest for long journeys? Or built in feet rests on public buses?
Or something else?
