Can you get poison oak even if you haven't been exposed to the plant?

Sometimes when I go hiking in the bay area, I get poison oak a few days later. However, this time I got a light outbreak of poison oak and I don’t think I have been anywhere near poison oak for weeks. Can it stay in your system and return even if you haven’t been exposed to the plant?
