How can I use metatags to have my store come up higher on Google searches?

I have a store called Butternug Squash Designs. I want to figure out a way for my store to come up near the top when people Google “digital scrapbook” or something similar. Someone mentioned using meta tags to do this – how do I do this? Do I hire someone to do it? Help!!
