Cell Phones and Dialing Long Distance?

Cell phones have supported non-1 dialing in the U.S. for a long time. They automatically route long distance as needed.
But do the rates differ when NOT dialing the 1 before the area code when calling long distance? My husband says they DO NOT charge long distance rates if dialing from cell to cell. I say, any long distance call requires a 1 before dialing the area code and LD rates apply. Who knows the answer?
