What kind of hawk is this?

This guy was outside my office window yesterday.
It think he was eyeing the Canadian Geese, though probably somewhat optimistically.
Does anyone know what kind of hawk he is?
And is that a tag in his claw? or something else?
Easy to google images of “Great Eastern Goosehawk”, but harder to google with a picture.
