When eyelashes fall out, do some never grow back?

Well, eyelashes have always been irritating when they fall into my eyes. I’ve always wondered if they continued to grow though, since my mother oddly has no eyelashes under her eyes. I guess my question has already been proven by my mom, but why didn’t hers grow back? Anyone have a clue?
