Cat lovers! What is this behavior (see "Details")?

I have a male cat that is 5 years old. He was neutered as a kitten yet he will take scarves and certain items of clothing and appear to be dry humping it.
Now I have an 8 month old kitten, female, also neutered, and she’s doing the same motions. In fact, there is one cat blanket they both do it with. It can’t be dry humping. What is it?
