Why do some guys think it's not cheating if they don't kiss you?

This guy I was seeing had a girlfriend. Yes I know I shouldn’t have even been with him because of this but I was kind of hoping to get back together with him. Well anyways he was ok with having sex with me but didnt want to kiss. What’s the difference?
