Is occasional hitting still abuse?

I know there’s no definite answer, but in your opinion, how often is a child hit or beaten when they’re considered abused?

And by hit I don’t mean spanking (unless, of course, you do think that is abuse). I mean hit around the face, on the arm, on the head for excuses like the parent had a bad day week at work, or the child didn’t clean his/her room when the parents usually wouldn’t mind much.
