Why are the Twin Towers not being rebuilt?

Why are they not being reconstructed, in a way that will better stand an impact, such as the ones that brought them down? If another iconic buildind had been destroyed in such a way, such as the Empire State Building, would it not be reconstructed, just as it was?
Isn’t the skyline of New York permanently scarred without them?
They are only buildings, why not rebuild?
Isn’t anything else a victory for those that brought them down?
