Can you move dlc to a non xbox live enabled profile on the same box?

I bought a new fable dlc in order to get the dog back for finishing up the game, only to remember that I bought it on my xbox live enabled profile while having the finished game on my non xbox live enabled account. Is there some way I can possible use that dlc from my xbl enabled profile on my non xbl enabled profile’s gamesave?
