I'm in NY. Am I covered by COBRA if I voluntarily quit my job?

My work conditions have been rapidly deteriorating. If I quit will I have the chance to move over to Cobra and keep my HMO, or is Cobra only for those who’ve been terminated? I can’t seem to find much info but I’m really quite scared; I have some complicated medical issues, but my work conditions are getting unbearable. Even if someone could point me in the right direction; my Googles didn’t come up with much.
