Should certain things in life require a permit or license?

It seems as though somethings in ordinary life have gotten out of control for lots of dwellers of the planet. Like in an earlier question about “stalkers” of the internet, which leads me to believe that some people just have it wrong. So, someone makes a shrine dedicated to someones misfortune, who cares? Well, to most it’s actually quite disturbing. Another thing would be, breeding. Lets face it, some people shouldn’t. I.E. the people you see on these talk show’s (Jerry Spring and such). There should be a license these type of things, no?
