Is GPS (for Google Maps) free & open on T-Mobile?

For instance.. most carriers try to get you to purchase the ‘Navigation’ packages that they offer, but they don’t actually block the GPS from working. I know that Verizon definitely used to block the GPS from working in their phones, unless you purchased the $10 option, whereas Sprint never did, nor do i think AT&T did..

My question is whether T-Mobile phones can use the full GPS (not the ‘approximation’ using cell towers) in a program such as GoogleMaps, w/o paying for a Navigation package..
