Why does the BART train in the Bay Area not go directly to Oakland Airport?

Okay, seriously, does anyone know why the BART train in the Bay Area does NOT go directly to Oakland Airport? The AirBART bus is the worst idea ever. Is there a good urban planning reason, or was it just incompetence?
