What can I do about noisy neighbors?

I live in Los Angeles. The horrible people that live above me have no respect for anyone but themselves. Their television is constantly blaring, and when they wake up at 6am, they stomp around so loudly that my light shakes. I have asked them several times very nicely if they could try to keep it down and they said no and slammed the door in my face. I tried complaining o my landlord and when he went to talk to them, they said that I was loud (which is amazing considering anytime I am home and not at work, I am asleep). My landlord also told me that they said they were hard of hearing and could produce a doctors note (another amazing fact…if they are hard of hearing then how could they complain about me being loud?!) I am at my wits end. They are Russian immigrants who apparently don’t know any English with the exception of explicatives and are apparently training for the Russian Olympics in their apartment. What can I do?! I am losing sleep and I just can’t take it anymore!!! Can I take legal action? Would that help? I need advice stat.
