How can I convince my puppy that it's better to go to the bathroom outdoors than indoors?

I have a 14 week old bichon frise puppy, and she was trained to go on paper while she was still with the breeder. She spent the vast majority of her time indoors; I’m not sure how often she left the house.

Now that I have her home, she’s great about using newspaper to go to the bathroom. However, I’ve been trying to train her to go outside, but it’s been tough going. Oftentimes, she’ll pee on the newspaper before I can reach her to put on the leash. Other times, she’ll spend 15 minutes playing outside, only to come back into my house, head right over to the newspaper, and do her business.

Don’t get me wrong; I’m happy that she’s paper trained. But does anyone have any suggestions for training her to go outside?
