How could the United States legalize prostitution?

I think that the act of prostitution itself is not immoral or inherently bad. The circumstances surrounding the act are usually what makes it a bad thing. What if it was legalized and regulated?

Obviously I do not know a lot about prostitution or what it entails, but I think with a complete overhaul of the system, it could be a safe, viable, legal profession.

Health care plans could be tailored for prostitutes and could include:
– Mandatory STD testing every few months
– Contraception
– Emergency contraception
– Abortion services
– Mandatory sexual health check ups for both sexes
– Rape crisis counselors on call 24/7

Brothels could be re-instated, only instead of the prostitutes living there, they could only meet clients there. Fake names could be used so that clients couldn’t track the prostitutes down outside of work. Each prostitute could have a list of things he/she is willing to do and is not willing to do and especially odd requests could be dealt with on a case by case basis. Contracts could be drawn up for time, price, requests, etc. There could be a slew of bouncers on duty for when the clients get too rough. People convicted of sex crimes could be banned to protect the prostitutes.

I have been thinking a lot about this as you can see so now I would like the collective’s opinion. How do you think prostitution could be legalized? If you think it should never be legalized, why do you think that?
