How do you feel about leaving a dog outside in freezing cold temperatures?

My fiancé and I were driving home tonight and took the usual roads we normally take. We always pass by this warehouse that keeps a guard dog outside. Out of curiousity, we stopped and checked to see if the dog was left outside in this bitter cold (2 degrees here in NY). To our surprise, the poor pup was outside. It does have a dog house. It’s a thrown together piece of crap wooden shelter with a wide open entrance. No blankets were inside. The water dish was frozen. Is this even legal? I understand a dog has fur to keep them warm but it’s freezing outside! How do you feel when you see this kind of abuse? Can anything be done? What action would you personally take to help this dog?
