How much would "400 percent" below the poverty level be?

I don’t quite understand what that means. It sounds…very odd. 400 percent?

From the National Health care bill” people ”(B) with modified adjusted gross income below 400 percent of the Federal poverty level for a family of the size involved;” are eligible for a credit.

From what I’m seeing, a person with two kids who makes $21,000 or less is at the poverty level.
