Why do people talk louder on a cellphone?

Wife and i have been in restaurants, when people receive a cellphone call. you can hear their conversation throughout the entire restaurant. why do some people just about yell, while talking on a cellphone? some people talk so loud that they can be heard without a cellphone. why is this?
