Will the new credit card laws in the U.S. reinstate old interest rates for the customers they gouged before the new law?

My interest rate with Chase went from 6.7% to 24.24% overnight when I went over my limit once, by $14.00, after six years, and I’d never been late on a payment. This happened to millions of Americans and President Obama vowed to take this issue on.
