Why don't men's bathrooms have stalls for their urinals?

The question about bringing a child into the other sex’s restroom made me think about this.
People with vaginas get to pee in privacy- why don’t people with penises get the same luxury? When did this start? What are the benefits? Does it bother men to pee in front of other men?
And yes, I know men can choose to pee in a stall.
