Government misconduct less under "MOB" rule?

While watching a news show it was stated that to combat organized crime the MOB boss or head of the cartel etc could be charged for any and all offences committed by their foot soldiers, enforcers, lieutenants, capos, under bosses etc whether or not they (the heads of the organization) knew of it or sanctioned it. If we held government to that would not a lot of problems go away? There will be less Iran/Contra, Watergate Travelgate, Blackwater incidences, leaking of CIA operatives, Abu Graib incidences etc? No one can simply dump it on the underlings who may have gone rogue or set up to be the pasty because they are the easy target. If a MOB boss is supposed to know everything that goes on under him would not the US government know everything that goes on under them? After all, they have way more money and resources than the MOB or the cartel.
