When using a computer with a built in cellular card for internet access, how is your IP number decided?

Is it based on the individual computer, where you hook up each time you use the computer, or what? Basically, I want to know if I visit the same website twice from different towns will my two visits show up as two different IP addresses and (apparently) from two different users (providing I cookie flush between each log on.
